Cannot Add Audience

Hi.

We are running SPS 2003 and I have a problem. I am an administrator of the entire portal. I cannot add an audience to a list or document library nor can I remove the default "All portal users" from the resource. I can't change the audience anywhere on any site within the portal. I am unable to find any information on this matter. What can I do? Thanks.
