Cannot add an asyn connection or modem

I'm having trouble with our company's Metaframe 1.8 server. It is running on Windows NT 4.0 Terminal Server with service pack 6. We had problems with an existing async connection related to an external modem on COM3. I deleted the exisitng async connection and then tried to recreate a new one. The problem is that the "Install Modem" button is not available and there are no default devices (COM1) listed. I have already verified that the COM ports are all enabled through the system BIOS and that there are no conflicts. I already removed the exisiting COM ports from Windows NT's configuration and rebooted. Windows rebuilt the COM ports with default settings and I still cannot get Citrix to recognize a default port or install a modem...and Ideas?
 
Are you using a digi board? Maybe one of the ports is bad.

How about the modem or its cable? Could one of them be dead?.

 
There are no Digi Boards that I know of. This is a Compaq Proliant 1850. We are using a URS External 33.6 Fax/Modem off of COM1. The modem and cable are good as they work fine on another computer. For some odd reason, Citrix will not recognize any of my available devices (COM1 or COM2) yet Windows has successfully configured them to default settings. Motherboard has already been replaced, so the COM ports are good. Not sure what is happening here.
