Cannot access windows update in win 98 w/ IE 6

Windows 98, IE 6.0

We are trying to access windows update. When you click or enter windows update, the page opens blank within the browser window. It says "Done" on the status bar, but there is no text, links or information only a blank page. Also, no errors are happening. Is there something that needs to be disabled/enabled in order for me to get the updates? The os and browser are licensed and registered.
