Cannot access https sites 1

A client all of a sudden can't access secure sites. His security settings are ok, he deleted cookies and temp files and has rebooted. Any ideas why he all of a sudden has this problem and a workaround?
 
The Microsoft 56-bit security certificate has expired. If you go to Help->About in Internet Explorer, you'll see the 2nd line under version will tell you your current cipher strength. If it is not 128-bit, then you need to upgrade your browser.

Also, if you're running Win2K, you'll need the high encryption pack if you don't have SP2/SP3 installed. It can be found here:

PC time can be somewhat off and no ill effects will present themself/ves...however, if your date and time are incorrect, you're ability to exchange cookies with certain sites is compromised and you will not be able to access the page. Be sure these settings are correct...

Help about IE 6 shows 128 encryption ok
Have checked ie settings as per microsoft but to to avail

digital certificate not appearing in dialog box from some sites.

when i open certain sites it brings up the dialog box to allow me to select the correct digital certificate for the user. ONE site however pops up the dialog box for a certificate but there are NONE showing in the box. it is empty.

Help !
