cannot acces registry

When I deploy a package (Adobe Reader 5.05) trough Active Directory, I get the following error message:
Error 1401. Could not create key
System error . Verify that you have sufficient access to that key

I have given the user and the WinInstaller 'always install with elevated rights' privileges.
Still I can't deploy the package without the error I descibed above...

I this a known issue?

The problem occured only using Wise for Windows Installer 4.2 (wfwi 4.2).
When I make u package using VeritasLE I've got no problems!!
