Cancel Page Header when no detail records

I am using Access 2002, file format Access 2000

I am trying to get my report to not insert a Page Header when there are no detail records. I have a fairly extensive report footer that needs to show and generally pushes the report to 2 pages (though it could be more) but when there are no detail records on page 2 the Page Header there makes the report and footer look awkward.

I tried some code that was posted here before but it instead of removing it on the no detail portion of the report it removed the Page Header completely.

Any help would be great,

Why should you have a report if there are no details?

I have details, but they generally only run 1 page, the extended footer causes it to run to the 2nd page where I have an ugly Page Header with no detail records.
