Cancel a payment via SIM in RES

I have a sim script communicating with an external service.
If the communication fails i want to be able to prevent Cash transactions from processing.

Its been a while since ive written RES SIM's and im drawing a blank.

Ive tried the Tndr event. But this seems to apply the payment before the event is fired.
