Can you send commands via the CLI?

Can you send commands to Mercury/W32 via the command line? I use mercury as a smarthost and would like for the system that it runs on to be able to send various info and warning messages at certain times or under certain conditions. The only way I know of to do this is with the windows task scheduler and batch or other command line files. I would like to know if this is possible.
 
On second thought, if that can't be done, is it possible to simply place a file to be send in the queue folder? and if so how exactly would you go about this?
