No. You can however direct the browser to a "mailto:" link and format that link to include addresses, a subject line and body in the message. It's limited to a total number of characters that you can send with that link. This will open the default mail client software on the visitors computer and they'll have to press send to complete the operation.
In older browser versions, you could submit a form to a mailto: link that would automatically send the form results to a specified address in a very basic text layout. But newer browser versions don't do that any more.
To fully automate mail sending, you'll need a server side solution like ASP.
