If the vg is configured as a resource in any cluster resource group then you can't remove it from the cluster without prior unconfiguring the vg from the RG.
I guess if there are any open shared LV/FS then removing the VG from a cluster RG will fail. If all shared LV/FS belonging to the VG are closed that I thing you can unconfigure/remove the VG from your RGs (of course with RG synchronization after that).
The CSPOC menu in HACMP 4.5 for Shared Volume Groups have below options only, so after the VG have been removed from cluster RGs, you would have to remove VG manually from all cluster nodes.

In hacmp 5.1/5.2 there is an option for removing shared VG from a cluster:
