Can You Remotely Configure a Configuration File That is Not Running?

I would like to remote to a switch or router, open and configure a configuration file that is not running. This is so that I can save time, physically go to the site, make my hardware changes, and then boot the switch or router with the file that I had configured remotely. Can this be done? What Cisco configuration utility would I use? Thank You
