can you put a nav bar on an image ?

Hello again,

Is it possible to put a navbar made in DW on top of an image ? I have a large image and i want to put a vertical nav bar on the side of the image with pop menus as well.

My sie is desinged using tables and i can insert the image but then the area is un-editable, I cant put a nested table ontop to put my navbar in. Has anyone got any ideas how i do it ?
