Can you print from a PS 8.4 web client?

Not in the traditional sense that I think you are implying.
You can print what is in the browser window to a local printer (same as you would print this web page). Select File / Print or the keys <ctl> + <P>.
In PeopleSoft you can open a report / page / or inquiry in a browser and print it.
