Can you make frames line up in all screen areas??

If so, can someone tell me how please?
My website uses a top, left, right and middle frame, and i've got it so it looks like a box inside a bigger box...e.g like a T.V. set. The problem is, it only lines up corectly in 800x600. All other screen areas look dodgy. Is there a way to make it look right on all screen areas?

I'd say you want to set the sizes of the frames as percentages - instead of pixel size: -%50 etc.
