Can you invoke a shortcut from within Access

We have an old system that can be invoked with command line parms but the parms can ONLY be set if called via a shortcut. My guess is someone wrapped a little bit of Windows functionality around an old DOS app.

Can I use the Access Shell command or some other process to call the shortcut? I've never had to deal with shortcuts before.
