Can you implement filter restrictions on intercom calling (not external lines)?

I would like to add a filter to a specific DN in our system, preventing them from calling another specific DN. How do I do this?

The extension I would like to filter is DN 2239. The DN I wish for them not to be able to dial is 2761.

I tried crating a custom filter and applying the filter preventing the ability to dial the digits '276' and that did indeed prevent the sequence 276 to be dialed on an EXTERNAL call, but not an internal intercom call. How do I create this restriction?

No sorry, it only applies to outside lines.
