On a MICS, if your trunk card is in a fiber trunk mod, then yes, you can power down that module, swap the card, and power it back up. This is still not a true hot swap. Make sure that mod is powered down before swapping.
Nortel will tell you "not supported", but I've done it several times....problem is the card takes so long to come back up it's sort of counterproductive....warn your users, then pull the plug, they'll be back up in 3 or 4 minutes. Or hot swap it and they'll be back up in 8 or 10 minutes. So if keeping intercom and paging up is more important for your particular customer than the outside world I guess it might the better way.
