Can you encrypt a PDF after it is filled out?

We've got an application the boss wants to post on a secure server. It requests a social security number and other sensitive data.

I've got Adobe 8. Is it possible to allow the user to complete the form and then email a password protected version of the form to our credit department?

If not, what's the best way to get the completed PDF to them securely?
