Can you create image maps in Flash?

You could do it a number of ways: inviso buttons, a chopped up graphic, with each piece being a button. I'm sure you could also use a hit test script. Myself, I'd probably slice the graphic in PS, import the pieces in flash, put them together and make them buttons.
That's me though, I'm sure there is another (and better?) method.

I usually take the inviso button method. Works well in some cases. Unless you want animations...in that case, slice and dice! Regards,
