"VBScript" is a little vague. What scripting host are we talking about?
The details differ for a WSH vs. an IE HTM or an IE HTA. I'm sure Office programs have yet other differences.
In any case you need a license for the MS Common Dialog control if you want to go that way. I haven't found a way to use a licensed control in a WSH script without having a developer license installed on the machine running the WSH. An HTA can be made portable using the ActiveX License Manager component.
