Can you change the drive partition size after installation

I have a user that has recently received a new PC with our "standard load". During install the drive is formatted to its max capacity. The user wants to repartion the drive into two partitions (ex. 30 gb C: and 10 F:) Is there a way, using installed XP tools to repartition the drive, without a fdisk-format-reinstall. If not, are we looking at something Partition Magic?

It is likely this is a FAT32 filestore. The Disk Management snap-in for XP cannot help you in this instance.

Yes, you are looking at a third-party utility.
 
I'm sure that i have heard is you move all the data to the begining of the drive (with defrag or else) that fdisk can be used to resize the original partition and create a new one at the end of the disk.

Can someone confirm or deny this as it is just my spotted memory
