Can you adjust reports in preview?

I have an application that produces letters created as reports. The user wants to preview these letters. The problem is when opened in preview mode, the letter is off center and oversized. Is there any way to adjust the on screen view? It always seems to go back to the same settings each time it's opened.
Is there any way to make the adjustments permenent?
