Can you access Oracle DB from Cobol/LE on z/OS ?

I know that Microfocus (Mainframe Express) provide SQL and Cobol access to DB2 and Microsoft SQL server and (probably) oracle. Does mainframe Cobol code have access to Oracle ? If so does it require Oracle to run on the mainframe or can it be accessed as a remote database server ?
 
Frederico, thanks for the info. I was wondering is there was any distributed SQL built into Cobol/LE itself. Such that you could use Cobol on the mainframe to EXEC SQL that was on a distributed server. I know its a reach. But I thought I'd ask anyway. The Websphere DB2 Info integrator is an extra cost option. And we are not currently using Websphere on z/OS only on distributed unix servers. Thanks again!
