Can winsock talk to a plc that uses only Eip/Cip protocols?

The PLC in question uses only Eip/Cip protocol and not Tcpip.
Has anyone tried this or any specific info as to what vb6 code would be needed?
 
In which case it's pretty hard to get VB to talk to it directly. Technically it runs over TCP/IP, which would suggest winsock could work - but it runs at the application layer, so the reality is that you effectively would need to write yourself a driver for it ...

You might want to look at something like
 
Yeah for $900! Cheaper to use an Ethernet to RS232 adapter for $100.
