Can we recog. Geo Zone from IP? 1

IP addresses are typically four numbers separated by dots.
I am wondering if there is any relationship between geographical zones and this numbering system.
Something like: all IPs in Holland have the second number in 400s (just an imaginary example).
Is there such a thing, or any similar way I can know to which country an IP belongs?

There isn't always a relationship between blocks of IP addresses & actual location. However there are serveral services & database systems that keep track of this. I use the GeoIP tools for my web server stats program. I have also seen site offering paid services of this nature.

And now, if I somehow realized that 90% of the spam I receive comes from country X (which I actually did), then there must be a way to create a filter to block all of them except those I trust or I know of to be safe or useful.

This is great!!
Actually the only serious drawback is that I cannot give exclusions from the country filter.
However, for my purpose I can let those whom I accept (want to excluse from the filter) use my other emails which don't usually receive so much spam.
