Can USB1.1 Joystick works with USB2.0 interface card?

I have OSMART Usb 1.1 Joystick, but my PC (with USB2.0 on-board) cannot detect it...it is because version diff? As far as i know, USB2.0 still can work at 1.1 speed (backward compatibility). How to solve this?
 
Should be able to. Most of the USB 2.0 is backwards compatible.
 
Yes, but some USB devices have problems with hubs, scanners are one type.
 
it should work, but keep in mind that if you use a USB2.0 hub, all devices on that hub will be using the speed of USB1.1!
The speed is dependend on the slowest device
