I think the only way would be via the Database under 'mailboxes' table. 2nd field is 'PlayEnvelope' and it would be enabled with a value '1'. Note: Shoretel doesn't recommend changing the database, but if you do, be sure to backup the DB before making any changes.
You'll need to install SQLyog or something on the HQ server itself... I believe it's shorewaredb, and port 4308/4309. To backup the database, use the scripts on the HQ's ShoreTel server directory (they will do the backup hot, otherwise you'll need to close all ST services and copy the files out manually)
