Can the configuration menu of an i2002 be password protected

Is it possible to password protect the configuration menu only of either the i2002 or i2004? I would like to have the phone function in all other capacities normally. I'm just looking for a way to keep the phone from being reconfigured to work at a different location. We use different voice VLANs for different locations. When phones get moved, without my knowledge, it renders my 911 database useless. I've looked at OBPA and SCPW, however these option are not what I need, as all I want to do is to prevent access to the configuration menu of the phone, not password protect the use of the phone. Possible? Or am I out-of-luck? Thanks in advance.
 
You cannot password protect the local configuration menu of the 2001/2002/2004. You can do it on the 11xx/12xx/2007.
