Can splitter split scrambled signals?

I have used 2 way splitter to split descrambled signal with "watchable TV content" after the signal comes out of the back of decoder. My question is if I want to watch "independent" cable content on second TV using second decoder, I must split that scrambled signal before its entry in the first decoder and second decoder.
I have tried splitting just like that with a 2 way splitter (10-2150 MHZ) but it makes everything disappear on screen and I only get snow.I consistently use 75 ohm coaxial cable for all connections.. I run some searches and one site warns that splitter is only good for "content" signal but not encoded signals. Is that true? I look many places and there seems to be no devices that handle scrambled signal distribution.
 
Is this a Satalite or Cable TV feed?
If Satalite it takes a special LNB at dish to give you more than one source. Good Luck!!
