Can speed dial numbers be programmed locally?

The ACS v3 manual seems to indicate that personal speed dial numbers can only be programmed at ext 10 or 11. Has this been changed? Can individual users program them at their own extensions?

Same question for the call forwarding button.

Yes you have to program the personal speed dial's at each individual ext., the speed dial #'s are 80 to 99. To program at the ext. you need to hit feature 00 then feature 80 for the 1st speed dial and then enter the number you wish to speed dial, then you can either hit feature 81 to enter another number or hit feature 00 to end programming. The call forwarding can be done manualy at each ext. or you can program a button, the feature code for that is feature 11 then you enter your ext. and then the ext. you want to forward to. I hope this helps.
 
It's System Speed Dial that needs to be done from Ext. 10 or 11.

However, if you want, you can program another user's Personal Speed Dial for them, from 10 or 11. Feature 00, Left Intercom twice, Right Intercom once, dial the other user's extension number, Feature and the Personal Speed Dial code, then dial the telephone number. Feature and the next speed dial code, etc. Feature 00 when you're done.
