Can shared borders with hover buttons have non-hover headings?

I'm building a new website with FrontPage 2000 and have a shared border navigation bar running down the left side of the page. I've used hover buttons in the navigation bar border for links to pages within the site. I'd like to have a heading over each of three sections of hover buttons -- sorta subject areas -- but can't find any way to insert them. The only thing I can insert successfully is a hover button. Since the headings are not pages within the site, they are not links. Users will be very confused if these headings hover but don't link to anything when they're clicked.
 
About all that you can "insert" will be words
IE:
To Cars.
Button here
To Houses.
Button here.
etc.
 
PineAppleKing -- I tried inserting words as headings at the top of a string of hover buttons. Works fine for Internet Explorer, but the words are invisible to Netscape Communicator. Any other suggestions?
