Can sendmail be started by a non-root user

My shop uses MS/scom and a script that monitors sendmail on aix. Currently scom had the root ssh key and uses it to restart sendmail if it ever fails. We can no longer use that method since we plan to disable remote root login.

My question is:
Can sudo or system group or even RBAC be used to allow non-root users to successfully start sendmail?
 
You can use sudo to allow users to run commands as root, so thats probably your easiest route.

Create a new user specifically for the scom and then setup the sudo to run commands that you would normally as the root user.
