Can send mail out from user, but no receiving

I've recently setup sendmail on a debian server and I'm having trouble getting the server to receive and distribute the mail properly. I can send mail out from this account and I can properly connect to the server and look for mail, but it seems as though the server is having trouble receiving mail and distributing it to the proper inboxes, when I send mail to the server (for example if I mail somethign to ttoomey@therichmondinstitute.org) I get it bounced back to me with a temporary server error, here's what's in the email I get:

This is the first time I've setup a mailserver but as far as I can see I have it setup properly, when I login to the mail account it shows 0 meessages. Does anyone know what I can do or what may be wrong?

I somehow managed to not have sendmail started up properly, it is now started and I get emails bounce back immediatly with this message:

I have created the user ttoomey on the linux box and I was fairly sure there was a mailbox configured but not positive, if anyone can help I'd appreciate it!!!!
