Can SCSI be plugged while system is "hot"

Can a SCSI cable and tape library be plugged up up while the system is "hot"? Something in the back of my mind is telling me that I was told that everything had to be powered down to hook a new device up, otherwaise it could fry... What's the truth? Thanks.

If it is hot pluggable then yes. Otherwise it should be powered down.
