If this just started happening then I would suspect that Send All Calls got turned on. If you status the station you should see if SAC is Activated to confirm. The user may have a Send Calls button that they can push to toggle SAC on or off or you could use a feature code to remotely turn it off for them.
If it's not SAC, trace the station and give them a call.
If this is not a call forwarding or send all calls issue it is typically either a IP-Network-Region domain issue or a COR issue.
The domain in the IP-Network-Region should be consistent across all regions (unless you know exactly what you are doing and have some very unique reason for them to be different). They should allow match the To domain on inbound SIP trunk calls.
The station COR must be reachable by the COR of the trunk group. Look at the COR of the trunk group and start looking on page to for the COR of the station.
Since you said they can dial outbound, I am assuming this is not an inter-region disconnect.
