Can Ping One Way but Not the Other

I have a computer (lets call it CompA) with two NIC cards. One NIC is connected to a DSL modem for internet. The other is connected to a hub in my local LAN. My second computer (CompB) is also connected to this hub.

I have assigned an IP address of 194.1.1.1 with subnet 255.255.255.0 to CompA and 194.1.1.2 (same subnet) to CompB.
Now when I ping CompB from CompA, I get a reply. But when I try pinging CompA from CompB, it times out.
I just need to start a simple peer-2-peer network, does anyone have any ideas as to what the problem might be?
 
Your address are illegal addresses for private networking, and are attempting to be resolved by your ISPs DNS servers or simply dropped.

You need to setup ICS on the two-NIC machine, and let it handle the assignment of IPs for both computers and all three adapters.

I enabled ICS on the NIC with the internet connection and set the other network adapter to receive IP addresses automatically. I also set up 'obtaining IP addresses automatically' in the other computer. I followed all the instructions on the link mentioned in the first response post.
Both CompA's second NIC and CompB now have automatically assigned IP addresses. I've checked with IPCONFIG. However, I get the same situation: I can ping CompB from CompA using the new IP address, but cannot ping either IP addresses in CompA. When I tried to renew the IP address in CompB, I received a 'unable to reach DHCP server error message'. Laso when I try clicking 'computers near me' in my network settings, I get another message telling me that the list of servers are not available.
Both computers are using Win2000 Prof. .. Am I missing something?
 
Okay, now disable all firewalls on CompA.
Set the NIC adapters in A & B to 10-Baset T, (10 mbs) Half Duplex. (That is the setting for all hubs, do not let the NICs try to autonegotiate the setting).

Assuming all is fine with cables, you should be done.
