Can Ping IP & URL. Can not Browse IE or Netscape

I have Telstra Cable shared on Win2k Pro using windows Internet sharing with 2 nic's
1 x 192.168.0.1 LAN.
1 x Server assigned Cable modem.
10 Clients connected (All Clients Win2k Pro. 9 Can access the internet and the LAN.

The 10th can view the LAN, Can Ping the Internet IP & URL Can not telnet or Browse the Internet IE 5.5 or Netscape 7.

Steps so far.
Removed TCPIP & Reinstalled Reboot x 2 during the process.
Checked setting against all other units. All the same. No Firewall software installed yet. No Wingate or any other internet sharing software other than Win2k Pro Internet sharing.

IP 192.168.0.1
Sub 255.255.255.0
GW Empty
DNS 61.9.208.14
DNS2 61.9.208.15
Domain Suffix vic.bigpond.net.au & bigpond.net.au

Internet Nic Server Assigned. Internet shared to above LAN Card

Workstation

Sub 255.255.255.0
GW 192.168.0.1

DNSPri 61.9.208.14 (Bigpond)
DNSSec 61.9.208.15 (Bigpond)

Domain Suffix vic.bigpond.net.au & bigpond.net.au

I tried to telnet to Domain mail server on port 110. Server could not be found.

I Pinged Internal Server NProb.
I pinged External IP NProb.
I Pinged External URL NProb.
I get mad at unit it still did not work.
I spoke very calmly to the unit I still did not get it to work.
So I phone Microsoft. They said $50 thanks, then we might have the answer.
