Can Ping, Cannot browse (Wit's end)

Hi, I'm new, so I'll try to be as short, and concise as possible.

I am running Windows XP Home SP1, and using a USR 56k modem.

I can dial up and connect fine. However, I cannot browse or connect to my instant messenger programs. I can successfully ping, but that is it. I called my ISP tech support because this seems like a DNS problem. We manually added my DNS servers, reinstalled TCP/IP, Reinstalled the .Cab files, removed and reinstalled my dialup connection, and even removed my firewall completely (Zonealarm.) The only thing I have not tried is the WinsockXPFix because the link is no longer working. Can someone offer me a bit of help? I'm not illiterate, however I'm not the Shakespeare of networking. Thanks in advance.

Of note: I have had this problem once before after cloning my C drive to a new hard drive. The only way I fixed it was by just removing the new HD and using the old C drive as an OS drive. About a week ago, I had to replace my motherboard. I went from an Intel to an Asus. Same chipsets (865PE.) This is when the problem showed up, after I got it back from the shop.
 
Also, I have searched extensively, but my lack of being able to describe the problem with an error message is making Google useless. I've also gone through all 5 pages of threads in this forum.

Been running in circles as well living with it more or less for over four months.

Had luck using 'Windows XP can ping but not browse' as a search term .

Also found the winsockFix.zip by doing a Google search using winsockFix.zip. I am running SP2 so it didn't have any effect.

I did notice that I could connect to my other LAN segement and browse it if I booted in Safe mode with networking support. This is the only additional clue I have turned up.

Am searching other forums and am posting here to stir the pot and hope among the three or four I am posting to SOMEONE will find a solution. It is not an uncommon one but no one seems to know what to do.
