Can ping but not show in network neighborhood

I am able to ping bothways from Machine A to Machine B But only MAchine B can see machine A in network neighborhood not the other way round. I have no firewalls of any kind. BOth machines are windows 2k3 enterprise edition server.
they are on different subnet but i am using windows to route between the two subnets. Tracert works just fine. No problems with DNS either.
Machine A is a workgroup machine
Machine B is domain controller which is also DNS server.

I have netbios over tcp/ip enabled. i can even add the computer (workgroup computer) to the domain but cant see the shares on the domain computer. I even installed WINS and even then it doesnt work. computers are not multihomed.

are the shares on the domain computer shared with a dollar sign? If shared like'shared$' then they are hidden from the network.

its a regular file share. i cant do \\domaincontroller
i even tried net view \\computername and comes back with system 53 error.

my domain controller is the master browser. from the workgroup machine i can ping all the machines but cant access anymachine outside its subnet.

What are the os's? If it's pre w2k, and it has a name over 8 digits, it won't show in network neighborhood. Also, what does ipconfig /all show in both machines just for jollies? Another thought, check out
