Can OUTLINE Levels be viewed differently or changed?

Is it possible to change the view of outline levels (or maybe change the actual outline level)? I have a project that has 4 outlines. I would like to view the information by the 4th outline level with the other outline levels underneath.

In other words, if I have a plan that looks like this:

-Demand Group 1
-Project 1
-Tower 1
-Bay 1
-Bay 2
+Tower 2
+Project 2
+Demand Group 2

Now I would like to look at the data in a different view
Like this ....

-Bay 1
+Project 3
+Project 4
+Bay 2
+Bay 3

etc..

Is that possible?
