Can only receive in Plain Text, not HTML 1

We recently changed from Lotus to Exchange and about 23 people in my group are running Outlook 2003 as a client. All receive their emails as a default of HTML. Mine comes in as Plain Text and I have to right-click and select "Convert to HTML". Under Options, Mail Format, "Compose New Messages in format:" I have HTML checked. I can't find any other settings that involve receiving email in Plain Text. Our own HelpDesk says it is probably a setting that occured when the client was installed and I may have to re-install the client. Does anyone have any ideas before I have to do that? This may or may not be related, but I also get an ActiveX error on my signature file because it has an imbedded image in it.
 
You shouldn't have to reinstall anything to change any setting in Outlook 2003.

There is a setting in 2003 that says something like "read messages in plain text". But I'm running 2007 on all of my machines here so I can't tell you where it's at. Likely under Tools>Options somewhere.
