Can only Forward one Call 1

Have a customer on IPO Essential Edition Release 9.0. They have analog trunks. Trying to forward calls to cell phones. I can get one call forwarded out to a cell phone but not a second call (regardless of which user we are trying to forward to). Any idea why this is happening?
 
I should mention that all incoming calls go to an Auto Attendant and then get transferred to extensions that then get forwarded to external numbers (cell phones). Could this be a voicemail port issue?
 
check all of your analog trunks and make sure allow analog trunk to trunk transfer is allowed under lines/analog options

Also, how many POTS lines does the system have? The call will come in on line 1 and transfer out on line 2. Those lines will be used for the duration of the call. If they only have 3 POTS lines they can only forward one call at a time.
