Can not set default printer

I have a Citrix server (Win 2000, XPe SR3) and when some users log on, it creates their printers, but it doesn't set a default and they can't manually set one. Also, if I try to manually add a printer from our print server, I get an error that I don't have rights to add a printer. Where do I give these rights?

Adding a printer from a print server is quite easy but you have to login with administration rights on the print server.

There are some things you can set via policies and via the Configuration tool (mfcfg.exe).
