Can not set call forward busy/no answer 1

I have one ext that can't set the cfbna or call forward all the code for cfbna is *6 and our vm# is 300 so on most exts *6, 300 shows SET and things work fine but on this ext the *6,300 shows RST on the display. any ideas, Thanks
 
Check the class of service that the phone is in. ALso the numbering plan set the phone is in.

Sounds like trunk queuing is set on that station. On that phone hit speaker # 1. Then try setting your forwarding.
