Can not send a e-mail In Outlook 2003

We have a remote user who is using Outlook 2003 to send and receive e-mail. They are able to receive e-mail with no problem but they can not send or send a reply to e-mails.

When the user sends the e-mail the one of the following messages appears:

Task 'server name - Sending and Receiving' reported error (0x800ccc0f): 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP). The server responded: ? K'

or

Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Account. account name, Server: 'server name', Protocol: POP3, Server Response: '+OK', Port: 110, Secure(SSL): N0, Error Number: 0x800ccc0f

This is a summery of what was been done to try and fix the problem.

1. We verified that the POP and SMTP settings were correct.
2. Verified the user ID and passw rdo are entered correct.
3. Deleted and re-created the e-mail in both Outlook and the back end system.
4. Verifed that the ISP settings are correct.
5. Verified that NO SSL boxes were checked in Advanced e-mail set up area.
6. Verified that the network ports are correct.
7. We are able to ping the Remote POP and SMTP servers.
8. Tested the e-mail settings on Outlook express on a separate Pc and was able to send e-mail with no problem.
9. The user has Norton AV on the system but I am unsure if this is the problem see note below.

We changed the outgoing mail server (SMTP) settings to another ISP and the user was able to send e-mail out. this would rule out issues with the AV product.

I have other users who have the same settings and are not having any simular issues. There is no Exchange Server involved.

You say you are attempting to send an email, yet both error messages you are getting relate to receiving (POP3 not SMTP and port 110, not 25). Does this happen if you send only?

Bit of a shot in the dark, but is the Outlook account set to connect to the POP3 server before sending? Try turning that off if it is. Some mail servers barf on that setting, giving Outlook an unexpected response leading to a timeout. Some ISPs require POP before sending as a security thing but many do not.

Aside from that, make sure ports 25 and 110 are both available to the IP address of the machine in question. You say you tried OE on a different machine - why not on the same machine?

Try changing the IP address of the machine temporarily to one which is working OK with that ISP.

Rather than pinging the servers, try connecting to them with
telnet:

telnet <pop3 server name> 110
or
telnet <smtp server name> 25

That way you are using the relevant port. If the server responds, just 'quit' to exit. If it doesn't then that port is not getting through - check your routers.

This has been fixed after calling the ISP they were blocking POP traffic on a buiness account.
