can not save as, or save after editing picture

i am opening up picture files from a cd and when i edit them i can not "save as" the file. it says "the picture is open, try renaming it something else or opening it again" so i do it and it won't let me "save as" when i close it, it says i can not save it because "the file is lock, to unlock use windows explorer"..... ok so i copy the picture on my hard drive and i uncheck the read-only box, now i have the picture on my hard drive w/ an unchecked read-only box. the same thing happens! it will not let me "save as" the picture or "save".. it says "the file is open.... try renaming".....

when i try this on my other computer it works fine...should i reinstall photoshop??
