Can not receive email for exchange server 5.5

Hello, I wonder if anyone can help. I am using Exchange Server 5.5 (SP4). At the moment I cannot receive email, although I have no problem sending them.
My Internet Mail Service is configured to 'foward all messages to host' 'xxxx.xxxx.xxxxx.xxx'.
I can clearly see my host. I can ping the ISP router fine and when I use the 'fin' command I can see that I have email waiting under the host IP address.
I am a little confused that i cannot retrieve my email.

use telnet to see if this is an exchange server issue or more likely if it is in fact an ISP MX record issue.
