Can not ping external IP

Current RTR/SWITCH config:
Frac T1 -> demarc
-> S/0 cisco 1750 -> FE/0 1750
-> 3com SS 3300
-> linksys 4port RTR

(VPN Server) all configs have been made to the server. I have 2 NICs. One config'd for dhcp and the other assigned a static address. I have used network monitor to ensure the address is not in use. I set the default gateway for the cisco FE/0 interface. DNS/WINS settings are the same as all other servers. If I disable the public NIC, I can access the internet. Also I can not ping the public side when enabled. 3com switch has default config with all ports enabled, and no vlans. All other public ip's are ran to the linksys RTR. Is there any way for me to connect to the internet, through the switch to the cisco, and not through the linksys first? Please help!
