Can not open the files SQLOGCTL.LFH.1 AND SQLOGCTL.LFH.2

Hello,
Please help me, we has a DB2 v9.5 and can not star the DB2 because the manager can not open the files SQLOGCTL.LFH.1 AND SQLOGCTL.LFH.2.

I serch the files and its is presents in path C:\DB2\NODE0000\SQL00001.

I attach the screen of the error, please help me to recovery of the this problem.
