Can not open tapimgmt.msc on CCT-server

CCT 6.0 configured with TAPI-lines.

When staring tapimgmt.msc I recevive a message that says:

TELEPHONY
The following error occoured while contacting the server Telephony:
The operation failed for unspecified reasons.

Any idea?
